Salicylic Acid is meant for external use only. Use it in the dose and duration as advised by your doctor. For directions before use, please check the label. Clean and dry the affected area and gently massage the ointment. Wash your hands after applying, unless hands are the affected area.
Salicylic Acid is a keratolytic drug. It treats pimples (acne) by penetrating into the skin and killing acne-causing bacteria. It additionally reduces oil production in the skin, replenishes acne-prone skin and helps keep your pores open.
Betamethasone Topical is a steroid. It blocks the production of some chemical messengers that cause inflammation, redness, swlling & other allergies in the body thereby improving the condition.

No. Betnesol (i.e. betamethasone) cannot be used in retention edema. On the contrary, it causes the fluid and salt retention thereby adding to the edema problem
